Institutions kingdom

Client: Reader's Digest

Do the institutions exist because of the people, or the people exist because of the institutions?
Shakespeare couldn't answer it.
The column writer has also given it a try, but I think I did it ;)
I painted the illustration in Banksy-look non-institutional art manner.
In the context of the column, it symbolizes the resistance against the terror of local sheriffs who enjoy the feeling of great power among people just because we give them a pay through taxes. Just like a dog that barks and keeps an eye on his own master all the time.
